Frameusers.com website
Drupal is an open-source web content management system. You build websites with it, and Drupal connects your GUI front end to a MySQL backend with a bunch of php magic. If the MySQL database connection is down (and the very first time you install Drupal, until you connect the to the database), you get the message that you saw. Even after you get connected it takes a few hours to conect all the plumbing. I doubt that the site admin is performing such a comprehensive and potentially disruptive activity without letting the users know, so it is probably just a mundane database connection issue. I manage two Drupal websites and very very seldom see this screen (maybe twice, both times when hosting service upgrades knocked out my MySQL connections). Have you tried doing the Save As to an implicitly writable folder like C:\Documents and Settings\All Users\Documents\? (It shows up as "Shared Documents" in the folder tree at the left.)
