As a workaround you could try replacing all instances of Times with Arial, as
you know that Arial works. If you don’t use Times anywhere in your document,
maybe it is bleeding through from the Reference pages somehow.
Do you have the same issue if you use the Publish pod to produce pdf? I
I have a very vague recollection that this error would show when
printing registration marks-- and was told that FrameMaker internally
chooses Times to create them. I could be remembering that wrong, though.
It was a long time ago.

Rick, you've probably already checked this, but make sure in your
Print Setup settings for Adobe PDF Document Properties that "Rely on
system fonts only; do not use document fots" is NOT selected.
