I have FrameMaker 2017, 2015, 12, and 10 installed on the same machine.

In the past, I have had problems with FrameMaker installers if they weren't
on the primary drive when I ran the setup.exe. Once I moved the set up files
to the C drive, the installation went fine.

I have three W10 Pro systems running both. No problems.

Do you have local Admin rights, and/or are you right clicking the
installation program and selecting Run as Administrator?
