If the cell is actually multiple cells that have been straddled, you
can unstraddle them (the Table  Unstraddle command only appears when
straddled cells are selected). 

But if this cell began life as a single cell, you can't split it.
Instead, you have to insert a new row or column, cut and paste text as
needed, and straddle the unneeded cells in the row/column you added with
the neighbors above or to the left.

I do it by adding a new column to the right of my target cell's column,
then straddling each cell in the original column EXCEPT the target cell
with the new cell to its right, then resizing the combined pair of
columns to the width of my original column... But I'm one of those
people who never reads the manual, so there may be an easier way.

If you're talking about splitting a row across a page break,
the answer is that you can't. Not nohow. You have to
manually change the single row into two rows and cut
and paste between them to achieve the desired balance.
Table rows are indivisible units.
