It means that some of the documents in a book are set to show
condition indicators (change bars / underline / text color / whatever)
and some aren't.
The way FM's conditional text is implemented is complicated and confusing.

Could this be a toggle switch? And the condition is on or off
The toggle
s easy to fix by importing the
conditional text formatting properties from one file to all the other files in
the book.

Using FM 7.0p492 with an unstructured book.
Each chapter in the book has one conditional setting which is "Index"
and is set to black.
When I compile, I get a Book Error Report with the message "Use
Conditional Indicators setting is inconsistent".
I checked that all 18 chapters are set co
To reconcile the differences, select all chapters in the book and
apply the condition and view setting at the book level...
