The strange thing is I always use 1200ml for two super 8 films and have never 
had a problem. I might start putting in an extra 100ml just to be on the safe 
side in future.

I would say that yes, you didn't have enough chemical in your tank for 2 
rollsFor 200 feet of 16mm the quantity has to be almost 2 liters to reach 
the top of the top filmAnd I think that it is still not enough for 2 rolls 
of super 8. I would put at least 1,5 l.

It's not generally the cheapest thing to get done, and I don't know if there 
are any super cut-rate vendors that provide this service, but Metropolis in NYC 
is a place I know a lot of filmmakers use for digital-to-16mm.

Colorlab (Maryland) can do it, but not sure what their prices are like for that 
specifically.  Cineric in NYC might also be able to.

And I don't know if it would be cheap enough to be worth it, but Synchro Film 
in Austria could also do it last I checked.

niagara custom lab doesn't use a scanner but their results are good and way 
cheaper.

For a very low-cost solution, my friend Misa in Belgrade has 
developed a home-spun frame-by-frame kinescope system on 16mm or 35mm 
that he provides for commercial releases. You can write him about it:
