[Circumvented] Problem updating gimp-app-2.10.12_2,1 to gimp-app-2.10.12_3,1

I update base FreeBSD and the installed ports on my laptop daily; usually, this works out quite well (which I think says something very positive about FreeBSD). This morning, the attempt to update graphics/gimp-app failed; I was able to get it to work by manually re-building and -installing

Gimp 2.8.18,2 plugins not working under 10.3

I've installed, and then deleted and reinstalled, the package, and finally built it from ports. Nothing works. Trying to load some file to work on fails because of plugin error. This is true for xpm, jpg, tif, gif, bmp, and png files. Every plugin fails, the error message being the same,

I'm wondering why FreeBSD ports takes so long to update quite oldish gimp-2.6 to gimp-2.8. Does anyone know what the stoppers are and where solutions needed? Some of the prerequisites for GIMP 2.8 are compiling well (as isolated packages, not in combination with gimp 2.8), like graphics/gegel
