For local installations of FreeBSD via FTP, I tried to setup a local FTP
mirror using the preferred method as described in section 3.1.3 of the
following :-

However, I found that the ftp-master.freebsd.org refused to accept

We have installed a new mirror for Freebsd.
It is soon available on ftp3.de.freebsd.org.
The server is placed at DECIX in Frankfurt/Main
and has an 1GBit interface.
Hope the server helps to make FreeBSD more popular.
