I attached a patch which does away with the warnings on my system.
The warnings only seem to occur with older versions of GTK+. The Build Base
and Government menus have a dummy entry until really filled in when the
ruleset is read. And this

I don't know when I will have the time to switch to a newer system. Perhaps
other users could tell if they have also this problem? This way we could
confirm that it is related to the compiler ...

Do you use a localized version? It might depend on that just because the
strings are different. So you can try 'LANG=C ./civ'?
In any case, this bug does not look so serious.

The LANG environment variable is set to 'LANG=en_US.UTF-8' but even 'LANG=C
./civ' results in the same error

I meant the option of ./configure actually. But I tested with your option
file, I don't get this warning neither. Hard in that condition to find a
solution.
