Reproduced some trouble with S2_3 r19764 (latest), built with --enable-debug.

Tested 2.2 with caz's demoset ruleset (
http://www.cazfi.net/freeciv/rulesets.html ). In similar case (pillaging road
on the hill) there's no such bug.
