Follow-up Comment #4, patch #3864 (project freeciv): Now there's patch #4089 to change savegame format. After that one I think I'll start converting scenarios. I'm not calling for strict savegame format freeze, but any further change to it must update the already converted scenarios too.

Follow-up Comment #3, patch #3864 (project freeciv): ''Are not saved in scenario files rather they are randomized each time you load it, save games do save them though.''. Well, even control of that is part of savegame format. You can make your savegame scenario without resources if you want.
