Barbarain unit creation did not check if can_unit_exist_at_tile()

Borders seem to switch between two states each turn:
1) just city center tiles + one separate tile
2) a bit wider borders

There seems to be no way to turn off city worker display from main
map. At least it's not among other such options in "View" -menu.
In S2_1 and earlier it is controlled by 't' -key (and is off by default)
