Indeed, loading a civ1/2 game with the default ruleset is kind of weird.
Perhaps a dictionary (in terrain.ruleset) could look like this:

0 - old system
1 - cities pay for buildings; the nation pays for units
2 - the nation pays for buildings and units

There are a lot of new things are possible but they are not activated in the
default ruleset. Perhaps a 'new' default should be defined, which uses all
the new goodies? I tried to activate some options but I don't know enough

Version: Freeciv-2.1.9-win32 running on Windows XP pro
The Freeciv Help browser shows, for all Wonders (at least in the default
ruleset) Requirement: 0 and Obsolete by: {the technology required
to build the wonder}
