Follow-up Comment #3, patch #1421 (project freeciv):

I have another question (it isn't really related but this thread reminded me
of it): how should we include nations which didn't have cities?  This would
primarily affect indigenous North Americans and Australians.  Would it be
appropriate to use modern city names or geographical features?

I've also posted this on the discussion board (
http://forum.freeciv.org/viewtopic.php?p=25120 ) but I noticed my last post
(about living/female rulers - http://forum.freeciv.org/viewtopic.php?t=6152 )
got a lot more attention once it was posted here, so I thought it was worth
asking this here, too.

IMO the candidate nation should - in the absence of present or historical
independence - at least have a domestic political movement or agenda for
independence. Quebec fulfills this criteria.

Californians

and I have a question: does it matter if a nation has never been independent?
For the Californians it is not an issue, California was independent (briefly,
but independent nevertheless) in 1846. It would be cool to make an Alaskan
nation, but since Alaska has never been I thought I'd better ask first. There
is a Quebeçois nation in the game, and Québec has never been independent, so
that one could be a precedent.
