units (cf bug #17378).

Follow-up Comment #1, bug #17522 (project freeciv):

In my experience, playing with borders enabled, if you place a military unit
on a tile worked by an enemy city but not in their borders (usually an ocean
tile with fish/whales), you can put a citizen on that tile and thus gain its
use until the enemy responds in kind. (And the AI isn't wise to this :) 

However, this doesn't work for tiles inside enemy borders -- are you
suggesting that the presence of units should move borders, or allow you to
work tiles inside enemy borders?

Or do you mean for games without borders?
