After some study, i agree that the current choice is deliberate. People can

Ok, I think that an airbase has enough facility for repairing an aircraft,
but this is questionable, so it's ok...

In the default ruleset, only Fortresses have an HP_Regen effect; airbases do
not. I assume this is deliberate.
Are you suggesting that this rule should be changed, or are you saying that
if you change the ruleset to try to give Airbases an
