Follow-up Comment #4, bug #18549 (project freeciv): Could it be that there was a settler trying to irrigate the terrain? That would result in an ocean tile ... In this case, a check if the tile can be irrigated (new terrain with TER_NO_CITY?) would be needed. Or, if the settler was in automode, even the check for the possible result could case this.
