Follow-up Comment #1, bug #18553 (project freeciv):
I earlier stated that this fix is needed for stable branches and bigger
change for trunk. I'm now going to commit this one to trunk also. Bigger
change can be build on top of this, and having this committed prevents trunk
from having regression
