 For all unbuildable extras [...] I think it makes sense to drop 
 the Cannot be built entry, and instead represent this in the 
 build cost [...] perhaps with Unbuildable.
I've taken this approach (currently it says Build: -.

 On a related note, when looking critically at the extras help, 
 I notice the lack of Pollution and Fallout [...]
Noted in patch #4872 to sort out later.

Follow-up Comment #2, bug #22167 (project freeciv):

 We could use the Natural flag to distinguish river from 
 roads, and mix it in with the terrains, as on S2_4?
If I do this, I'd like to remove Cannot be built for natural extras as
clutter.

Should we enforce at ruleset load time that Natural extras must have
buildable=false? Otherwise I'll add a string like Can be built by suitable
units for the exceptional case of buildable 'Natural' extras.

Follow-up Comment #3, bug #22167 (project freeciv):

For all unbuildable extras (whether Natural or not, and whether true
extras(trunk), or constituent pieces(2_5)), I think it makes sense to drop the
Cannot be built entry, and instead represent this in the build cost (shown
above the text in the GKT3 client), perhaps with Unbuildable.

Using buildable=false to handle this should automatically handle the case of
buildable natural features without needing exception processing.

On a related note, when looking critically at the extras help, I notice the
lack of Pollution and Fallout (the code looks like it supports this, with call
to add * Can be cleaned by units string).  Not precisely related to this
ticket, but I was surprised not to see them.

Details:

1) River is a road type
2) Help lists road types under Terrain - Terrain Alterations

Not the most logical place. Maybe we live with that in 2.5, though, as all of
