Details:
This patch just adds a couple of functions to hide the fact that roads are
currently specials. No users are introduced in this patch, but new code should
use these functions instead of assuming that roads are part of specials.
Future patches will also change existing code to use these functions.
Functions introduced are tile_add_road(), tile_remove_road(), and temporary
function for transition period road_type_by_eroad(). Third needed function of
the family, tile_has_road(), already exist.
