Follow-up Comment #4, bug #20054 (project freeciv): civ1 ruleset currently has CanhaveRiver for Grassland only (I guess this is to mimic the fact that civ1 River terrain was like Grassland for appearance at least). There still is no river_help_text in civ1 ruleset. ___
