 This seems to be intentional (and even documented). Of course,
setting aifill to 1 means that no aifill players are created if there
is human player in game (and there is no game with total of 0
players). Still, setting aifill to 0 would be more intuitive way of
removing all of them from game than setting aifill to 1.
 I'm a bit undecided about this.
