Follow-up Comment #8:

bug #18194 fix works so that city *does* change hands before units, so there
is window where units are inside enemy city.

I have seen no occurrences of this bug (presumably client gets updates in
different order than server originally handles things) but committing patch
here would make this more robust against future changes.

 Fix to bug #18194 may fix this one too or not. If #18194 is 
 fixed so that it also fixes this one, patch I earlier submitted 
 to this ticket is itself an bug. So it should not be committed 
 before we have decided what to do with #18194.
Was the eventual fix for #18194 such that we should apply the patch here, do
nothing, or something else?

Current evidence suggests that this one either is or is not duplicate of bug
#18194, depending what we consider proper way to fix #18194. That is: Fix to
bug #18194 may fix this one too or not. If #18194 is fixed so that it also
fixes this one, patch I earlier submitted to this ticket is itself an bug. So
it should not be committed before we have decided what to do with #18194.

FYI, I saw something like this while reproducing bug #17990 (see comment 6 on
that bug).

Since it seems to be about iffy data structures on the client, I wonder if it
could be related to the cause of that bug (but perhaps that's wishful
thinking).
