There is several kinds of freeze/thaw packets and I can't tell top of my head
which one these are.
- One is used internally by delta code to buffer packets instead of sending a
lot of very small ones (typically tile_info)
- Client side freeze

There is old ticket somewhere in RT that this should be function in delta
code and not such a hackish packet.

Isn't that to tell the client that now comes a batch of updates that it
shouldn't act on seperately but as a group?
I would expect global warming to send a freeze, all the tile updates and a
thaw.

I seem to remember that this was implemented when the CMA was introduced. So
the CMA(City Governor) and the agents does not run between freeze and thaw.
