Follow-up Comment #1, bug #15697 (project freeciv):

Seems like a stack of units to be readied, could help here.  When a new unit
needs to be selected we first check off the stack.  When selecting "ready
all" all units on the tile are added to the stack.

But how should this interact with multiple-selected units or such?  Surely
when you "ready all" they should all be selected at once?

Details:

At present, when selecting "Ready All" on a stack of units, the first unit is
activated, and it can be moved.  However, when the client recognizes you are
done with that unit (either because its movement points are exhausted or
because you explicitly say so--for example, with the spacebar), the next unit
automatically selected and activated appears to be the unit in closest
proximity to where the unit you were just working with ended up (or however
the client normally selects the next unit to automatically activate). 
Sometimes, this is another unit in the stack, but not always.

It seems like it would make more sense if, when clicking "Ready All" on a
stack of units, after the client recognizes you are done with one unit
automatically select another unit from the original stack of units, and only
when the stack is exhausted should it revert to its normal selection
algorithm.
