Details:

Bug #17509 didn't go far enough: the clash between unit-class and unit-type
meanings of "Helicopter" is causing trouble for the Finnish translation
. Let's add
qualifiers to all the unit classes to avoid more trouble.

(Also, note in the code that adding an i18n qualifier to a translated
identifier that's also used as a "rule name" doesn't change the name used in
rulesets/savegames/etc. I either realised this when changing "Land" to
"?unitclass:Land" in bug #17509, or simply wasn't playing close enough
attention; either way, it gave me a moment of panic this time round, but it's
all OK.)
