Where do you see it like that? In quebecois.ruleset there are is:
name=_("Quebecois")
plural=_("?plural:Quebecois")
i.e. both with capital letter.

Oh wait, what language you are playing with? Maybe the translation lacks the
capital letter.

In freeciv name selection is not that straight forward. It's affected by the
terrain (for coastally located city, name of coastal city second in the list
is more likely to get selected than name of inland city first in the list).
Québec is first city listed in quebecois.ruleset, so it's most likely name to
be suggested first.

Details:

The Québec civilisation (America), lacks a capital letter. Also, I am not
sure whether this is a bug or not, but in Civilisation II the capital city is
usually the first name to be offered. In Québec, the capital is "Québec",
