Details:

The whole hardcoded behavior that improvements should be sold iff terrain
change results in ocean turning to land and improvement having ocean as
requirement should be replaced with more generic one. It doesn't work even the
other way - ocean city losing contact to land does not automatically sell land
requiring improvements.

Still, current hardcoded special case is important for most rulesets, so at
least it should work. But it doesn't with current rulesets. Only requirements
of type VUT_TERRAIN are checked, when rulesets actually define
VUT_TERRAINCLASS requirements.
