I was thinking about this the other day. I think it would be useful to have
this information in the savegame too, so that when we receive a savegame from
a popular third-party ruleset in a bug report, we can lay hands on the right
ruleset version.

Details:

Add support for ruleset version information. Supplied rulesets are not setting
this as they are known to come from the same freeciv version as the binaries.
