I think you can use the latter. It seems query forms return hits on both values.

 What should I set for those bugs affecting both S2_1 and S2_2? Just
"2.1.11" or "2.1.11, 2.2.0"?

I am very busy in real life those times, doing the work of about 3
people, so I probably will probably unactive for some time...

 I think nobody has actively set target releases for incoming bug
reports. Often target is set only when someone starts to work on
actual fix. So we probably have more than 8 bugs reported that should
be fixed before 2.2.0. I'll try to go through bug reports this week
and set targets.

The criteria to release 2.2.0 Release Candidate is that all targeted
bugs and patches have been resolved (or retargeted.) We have at the
time of writing 8 bugs and 1 patch targeted for 2.2.0.

I plan to make the next release on Dec 27.

[Freeciv-Dev] First beta of Freeciv 2.2.0

Hi all,

The Freeciv dev team has been busy at work implementing new features
since the release of 2.1.0 a little over two years ago. Now we have
decided that it's time to release a new major version: Freeciv 2.2.0.
The first beta of this major release is now available.

The top new feature is a full-featured built-in editor, that you can
use to make custom maps and scenarios, or simply to give you an edge
in single-player games (read: cheat. ;) )

There are also a number of improvements to the rules, including a new
terrain: deep ocean, as well as many other changes under the hood to
make life easier for scenario makers.

A full changelog will be published at a later date.

Grab the source package from either of the following locations:
