Reviving this thread to post an update:
I am trying to stay in FreeDOS on one of my PC's. I installed GRUB4DOS and
am pleased with configuration options, I can boot CDROM's of various
emulationn, I can boot PLOP Boot Manager to Boot USB flash drives (no more
searching for PLOP floppies around the house - yay!)

I am currently testing Terabyte BootIT baremetal which is the successor to
BING. That said I have had sucess with Smart Boot Manager (it is
configurable with the asm package so you can adjust colors and even change
the title to correspond to your business). My favorite of the open source
BM,s is XOSL, once setup it is quite elegant and if you install grub in the
root or boot directory of your linux partition, it will load grub as well.
Since installing Windows 10 however, XOSL and W10 are not on good terms. I
have also tested OSL2000 but IMHO it is not worth the $25 price. If you
don't mind the generic partition titles in your menu the Ranish Partition
Manager has a perfectly adequate boot manager.

The boot manager itself runs without an OS. Hence Grub is 
platform-agnostic. The configuration tool for such boot manager however 
does need an operating system. A DOS version of the grub configurator 
exists. I haven't ever tried it, but heard it works.

Myself, I only ever used a custom boot manager a few times, and it was 
one called 'BootIt NG'. I recall it worked pretty well, but it was 
somewhere 15 years ago, when I played with multi-booting FreeDOS, 
Windows 98 and some Linux flavors. Apparently BootIt NG is still out there:

does anyone know of a boot management comparative to say grub,  that runs 
in pure DOS?
as in a tool that would let me, if I choose, load another edition of an 
operating system that has been installed on a different partition?
