 After boot, you may use utilities (like sswap.exe from Stacker), which
swaps drive letters. Before boot, DOS may be booted only from first
harddisk, so there should be support in BIOS to select, which drive is
bootable (and, thus, its numbering comes first and, thus, active primary
partition on it receives letter C:).

Did you try our http://www.bttr-software.de/products/drvexch/ ? But I
don't know, if it works with FreeDOS or DR-DOS. ;-)

I think the drive you are booting from is always set to C by dos kernel
and you can nothing do about that.
Imagine you are using your usb harddisk as boot device on another
computer. You always would have to change the drive letters used in your
config.sys and autoexec.bat prior to booting. That would be a bit annoying.
