As Eric mentioned, FLTK is cross-platform, it can be used with Linux, 
Windows, Apple MAC plus my port for DOS.

So if you develop applications with FLTK for DOS these can easily be ported 
to Linux, Windows and MAC. This will provide a larger user base for an 
application than if it would run on DOS only.

Actually, no. What I meant was a GUI proper. The reason why I
mentioned OpenGEM (which, of course, is much more than a GUI), is that
it is listed under the GUI section of the Software List, on the
FreeDOS website.

What I was looking for was a pure and simple GUI, without
applications, to be used in creating applications.
Not much luck so far, as most GUI project seem to be half-backed or
discontinued.

There are several, but most of them are old. And some of them are
tightly bound to specific languages (e.g. C++). Also, I've not heavily
used them, so I can't say for sure which is easiest or best.

Off the top of my head, best GUI would be Allegro (though no longer
supported for DOS), esp. since you can use various languages with it
(FBC, FPC, DJGPP). Best TUI would maybe be TxWin (OpenWatcom).

There are others, of course, but you'll just have to try and see. I
know FPC has FreeVision (used by its IDE) and SETEDIT uses the
(heavily adapted p.d.) C++ version of TVision, if you're inclined that
way. And yes, Eric's right, Georg's port of FLTK looks awesome, if you
can stomach C++.  ;-)

For Euphoria language there is a very nice DOS32 lib to produce graphics
GUI apps.

Also there is a toolkit EE:CS (or something like that) that includes as
example a clone of the qbasic editor with similar dialog boxes.

the other hand, you could develop your software using a common portable
GUI TOOLKIT, so the software runs not only in DOS but also in other GUI
environments for which already a lot of other software exists to enjoy.

Simply because it is the only half-ways complete one that also works...

There have been tons of attempts to create something new, like the 
myriad of "SEAL" versions that were once around but none of them got anywhere.

And what exactly do you mean by "GUI as development tool". That's a 
term that doesn't make any sense to me at least...
