Of course. The main two vector (SVG-enabled) software for Linux are Inkscape (the one which I prefer, and which I am using), and Karbon. Mateusz, I actually used your SVG-file but I can't find out how to save it as SVG from the Gimp which is the software I am using. No it does not - actually the border IS black and the background is transparent :-D. Just view the blinkyglossy with ImageMagick or another transparency-aware viewer. When using it on a web page, put it on white or light background. Maybe it would be nice to have an index html on i4.photobucket.com/albums/y110/rixard/ ... In your picture, the background is also black, so it mixes with the border. Could you please create another one over, say, white background, where the black border can be easily differenciated?
