 Yes. Borland SideKick was (1984-85) one of the first TSR under DOS.
This was PIM (personal information manager), which includes ASCII table,
calendar, calculator, notepad and dialer. And all of this 39515 bytes of
unpacked code (+53k of .hlp file).

This mostly requires multitasking.
There's another possibility, but I don't know very much about it, 
because I was too young when I first saw it to know what it was about. 
It was called SideKick, and seemingly it was a TSR by which you could 
open a calculator (perhaps a text viewer?). Someone heard about SideKick?

 This is not possible _in general_, because DOS is a single-tasking OS
and most applications have (and do) direct hardware (including video memory)
access, which is not possible to virtualize, unless you use specific OS in
protected mode (Windows, OS2, Linux). Or, at least, software like Carousel
and DesqView.
