Don't reload it. This is a known issue.
Maybe HUP will work in 2.x.

I'm using freeradius 1.1.6 on gentoo and I've noticed that if I
attempt to do a /etc/init.d/radiusd reload that freeradius stops
responding.
When i run the server with Radiusd -X and do a reload I get:
