In SBR? Ask SBR.
In RADIUS? Read the RFC's.

Can we see this debug with the accounting Stop packet? Looking at this
FramedIPAddres seems to be a comma (,). It most certainly shouldn't be
that.

That didn't seem to work. For others that may run into this problem,
this did:
ip radius source-interface Vlan 1
Move the script and xpextensions to your scripts directory. Should be
/usr/local/etc/raddb/certs. Then try again.
