The ISC DHCP server doesn't have this feature.
FreeRADIUS, however, can work a

'hints' is handled by 'preprocess' module not 'files' module.
So changes to 'hints' file requires a *complete restart* , not just a HUP.

OK. Run the server in debug mode (radiusd -X) and send the debug output to
the list.
