I'd like to see this possibility in Gaim.
I do not know if it is able in Linux, but in Windows
it's not(afaik).

This bug should be categorized as a win32 bug.
I am not using win32, but I have friends that do and they tell me they
would like to make gaim always open in new window/tab (never reusing an
existing one).
There has been any change of this bug? Is there any change planned?
