Yeah I've noticed that too. It's probably a bug, or even a timing issue.
Perhaps you need to wait till he says drop! before you shoot? Any tips
on this guys?

Yes, you need to wait until he says draw, then you can shoot himm and be
successful, any earlier and you'll be reguarded as a cheat and punished as
such.
