Hi Andy,
I am not sure in this case but in general a sound handle is used to control a sound that is playing. You could have a looping sound that is playing over and over with a handle such as a car engine sound.So if the car was stopped or blown up you would need something to tell the game to stop looping the sound and that is the handle.
