I've now tried holding down the left ALT key while using the arrows, but
it doesn't scroll through the options, it just sticks there. I wonder if
there's some setting I might have screen reader or IE
What like look at trade missions or stuff like that? Hold the left alt
down then arrow down then press enter on the desired option of your
choice.

use alt down arrow to get at the boxes.
the first box is only good if you want to log out, read docs, enter markets.
etc
the second box is only good if you are on a mission or need to get access to
the location program.
I suggest you join a guild you get bonuses.
but may have to contribute stuff

You need to use alt down-arrow to open those list boxes without
activating the first item.
