 give or take a few. Finally, when a photo is finished the logical thing
 to do is hang it on the wall.

If memory serves me correctly this is how water fits inot this puzzle.

Back when chemicals were used to develope pictures, water was the final bath 
to remove all chemicals and stop the devlopement of the picture. Then 
pictures were hung to dry.
