I ended up figuring out some of it. Eva seems to work under 32-bit
Windows 10 with NVDA and does show up under the Control Panel speech
settings dialogue, even if she won't show up under the main speech
settings dialogue, even under 64-bit.
It's really odd. I suppose it's because she's really a OneCore voice
at heart, or at least a mobile voice package.

Yes adding language packs will add the voices that is well known.
where did you go for the eva voice stuff I have some time on my hands I 
may write something for this maybe look anyway.

While this isn't exactly related to games, it's not completely out of
the park either, since after all sapi is an access method for games,
it's good to know what can and cannot be done regarding voices. I am
in no way a windows 10 user, but I know the speech server and the sapi
are completely different interfaces. Those voices you may see under
speech properties and not the settings screen probably mean that
they're strictly using sapi. I could be wrong, but that's what it
looks like the problem is.
