I think an index page is simple to create and it also allows for creating

Thank you for this, to make sure I understand, could someone clarify this 
statement from the above dev list thread:

Do I understand correctly that the goal is to redirect http://weex.apache.org 
to https://incubator.apache.org/projects/weex.html ?

(which is what is happening now - I just want to make sure we document this 
clearly as those nice "minor bits of magic" are often hard to follow when we 
look at this again in the future)

I like these but now we have to decide whether everything belongs in the 
cookbook, or if we should rather keep it a the overview / principles level and 
have the details in the guides. I think I prefer the latter (though the guides 
need cleaning up as well): it allows people to read the cookbook in one sitting 
and get lots of useful information without too many details.

Or maybe go back to building the cookbook out of multiple smaller files (like 
before [https://github.com/apache/incubator/commit/20c6621b], and have two 
sections, main and appendix, in those files. Display the main sections only in 
the cookbook, with a link to the full info including appendix - that might be 
provide the most consistent view.

How about moving the clutch data links to http://incubator.apache.org/clutch/

I'm not sure if you can push to the master branch from a Jenkins build. But if 
not it's probably possible to push to raw clutch data to asf-site so it appears 
(unlinked) under incubator.apache.org/data and can be pulled from there by the 
main build.

Once we're happy with the contents of the cookbook I think the following pages 
can be removed.

They have lots more detail but I don't thinks those are useful, except for a 
few exceptions which are noted.

* http://incubator.apache.org/policy/incubation.html
* http://incubator.apache.org/policy/process.html
* http://incubator.apache.org/policy/roles_and_responsibilities.html (except 
"mentors", simplified, under "guides")
* http://incubator.apache.org/podling-story.html
* http://incubator.apache.org/guides/proposal.html (I think the cookbook, a 
template + the existing examples will do)
* http://incubator.apache.org/guides/entry.html

The idea is that the Incubator website structure would be:

* The homepage with all the basic info (the "What are the steps to becoming an 
Apache Software Foundation Top-Level project?" that's now at 
http://incubator.apache.org/cookbook, pointers to mailing lists etc)
* The cookbook as the next step, to get the overview and lots of basic 
information, at least for the "happy case" of the vast majority of podlings.
* The guides (simplified and cleaned up) for more details
* Links to other ASF general info as we have now
* A cleaned-up FAQ

So the policies, proposals, PMC guides disappear (the latter replaced by links 
to general ASF info), leaning on existing ASF documentation instead and just 
outlining the differences with podlings as done at 
http://incubator.apache.org/cookbook/#podling_top_level_project_what_are_the_differences

For now these are just my ideas, I'm just thinking outloud here. Will bring 
this to our general@list for discussion once we feel good about the cookbook.

bq. Release Distribution Policy is an important part to discuss within 
releases. 

The "Incubator Releases" section links to 
http://www.apache.org/legal/release-policy.html, do we need more than that?

bq. How should exceptions to the normal course be handled in the cookbook?

If we really really have to I'd say small notes at the end of each section? But 
in general I'd prefer the cookbook to describe the happy case, with details in 
the (simplified) http://incubator.apache.org/guides/ . So maybe the notes can 
just hints at possible differences and point to the guides for details?

I have created an initial version at [http://incubator.apache.org/cookbook/] , 
covering (hopefully) all phases of incubation. There's a number of TODO, mostly 
about adding links to reference docs.

I'm not sure if building this page out of multiple small documents is really 
useful but that's a detail, I suggest that for now we focus on the content and 
try to make this a central place for podling community members to find 
information and get an overview on how things work.

Looking at the other incubator.a.o pages, a lot of information is presented as 
being specific to podlings - I'd rather point to the same docs as for top-level 
projects and just outline the small differences that apply to podlings, which 
works well in the context of that cookbook page.

This should allow us to greatly simplify the rest of the website.

The cleanest way to do that is probably to move the clutch-related content to 
its own repository? That would naturally decouple the build cycles of the main

Could we include some form of automated tests for the Clutch output? Maybe run 
another script after {{clutch.py}} that checks a few well-known values from 
{{clutch.pkl}} which IIUC is what drives other tools.

Ok, I agree that's the wrong focus, what I'm really after is streamlining the

Taking alois as an example as Sebb mentioned it, it's good to have 
http://incubator.apache.org/projects/alois.html for historical purposes, but if 
you look at that page about 99.98% (ok, maybe a bit less) of it irrelevant, 
empty or out of date.

I think the only information we need about past podlings is that they existed, 
what their description was, when they entered and exited the Incubator, and the 
URL where their code lives if we have it. Anything else can be found in our 
email archives if needed, as facts instead of stale copies of out of date 
information.

The donation of that module was discussed in INCUBATOR-222 and the IP clearance 
form has been created at

Incubator PMC vote to accept the IP clearance has not happened.

[~dgrove] before I start that vote, I have added a note to that IP clearance 
form stating that "as explained above, a Software Grant is not required, all 
contributors have an iCLA on file"

Does that work for you? If yes I'll start the IP clearance vote. Sorry for the 
delay, this slipped through the cracks after the LEGAL-420 discussions.

LEGAL-420 has started a discussion that will probably take some time to resolve.

If all contributors are happy to proceed with just iCLAs (meaning that they 
have been delegated the right to grant a license to the ASF) I think we can 
proceed in good faith based on the current instructions.

Otherwise, if you can get a Software Grant that's the safest option.

I'm sorry that LEGAL-420 is slowing this down, but comments there have 
confirmed my impression that the current language is suboptimal.

Ok thank you, we're good in terms of iCLAs then.

I'm not totally convinced that a Software Grant is not needed in this case - 
Our IP clearance docs have changed in 2017 and I need a confirmation, created 
LEGAL-420 for that.

Also, I see that the code has already been imported at 
[https://github.com/apache/incubator-openwhisk-composer] - that's not how it 
should have been, the IP clearance must happen before that in principle. 
Considering that this ticket should be closed soon I don't think that's a major 
problem, but we won't be able to release that module before this IP clearance 
is completed. I'll add a note to the README there.

themselves, would you agree to try that in this case?

 the policy change cover any _additional_ distribution channels that the 
 podlings may want to use. Otherwise we'll be having the same discussion again 
 with other channels like Ruby Gems, Python Package Index, Perl CPAN, etc.

 If we all agree that http://wiki.apache.org/incubator/ReportingSchedule is 
 normative, basing the reminders on 
 this page seems to be non-controversial.

As recently missed report reminders show, projects are missing (or at least 
were missing) from that page - basing the list of projects on something more 
automated like svn repositories or a master file stored in svn sounds much 
safer and scalable.

That wouldn't prevent creating report schedules by hand, but for the schedule 
to be reliable there needs IMHO to be an automated way of checking it against 
reference info, to make sure there are no phantom projects as is the case now.

From memory, at least Pig, Rat and Bluesky have been forgotten in the 
reporting schedule, without anybody noticing for quite some time.

As a suggestion, each incubating project could have a status file at 
http://svn.apache.org/repos/asf/incubator/PROJECT/trunk/INCUBATOR-INFO.txt, 
where PROJECT is the project name.

It's easy to verify with a script that this file is present, and putting it in 
the project's trunk makes it visible to and easily maintainable by the project 
community, as opposed to something that's stored away in incubator/trunk.

With your proposal, if the svn:externals are not setup correctly, a project 
might be missing without it being noticed.

The idea with 
http://svn.apache.org/repos/asf/incubator/PROJECT/trunk/INCUBATOR-INFO.txt is 
to use a recursive wget job, for example, which starts at 
http://svn.apache.org/repos/asf/incubator, visits all subfolders and checks for 
that file. 

In this case, as soon as a project has an svn repository there, the script can 
check its status file and complain if absent or incomplete - this would make it 
impossible for projects to be missed, as is the case now.
