[ANNOUNCE] Apache Gearpump 0.8.2-incubating Release

The Apache Gearpump team would like to announce the release of Apache
Gearpump 0.8.2-incubating.

Apache Gearpump (incubating) is a reactive real-time streaming engine based
on the micro-service Actor model. It provides extremely high performance
stream processing while maintaining millisecond latency message delivery.
Apache Gearpump (incubating) enables reusable, composable flows or partial
graphs that can be remotely deployed and executed in a diverse set of
environments. These flows may be deployed and modified at runtime.

Gearpump - version 0.8.1-incubating.

Apache Gearpump is a real-time big data streaming engine. It is inspired by
recent advances in the Akka framework and a desire to improve on existing
streaming frameworks. Gearpump is event/message based and features low
latency handling, high performance, exactly once semantics, dynamic
topology update, Apache Storm compatibility, etc.

I am pleased to announce that the Incubator PMC has approved 0.8.1-RC5 of
Apache Gearpump (Incubating) for release as version 0.8.1 (Incubating).

There were 3 binding approval votes from the IPMC:

There are no disapproving votes.

We will proceed with releasing the candidate 0.8.1-RC5 as 0.8.1.

Since 72 hours is the minimum as noted, I can indicate within the PPMC that an 
additional 36 hours has been extended for voting prior to ending the vote and 
then asking for a vote within the IPMC should the PPMC voting results warrant 
it. This is my suggestion of how to correct our deviating from the stated 
voting period policy given there is no explicit mention of what happens when 
there is a voting period less than 72 hours.

Thanks John, we usually do. Andy suggested under certain circumstances (in this 
case minor LICENSE corrections culled from general@ comments for RC4) there 
have been past examples where the voted period had been expedited. Earlier RC 
releases provided 3 day voting periods.

Apache project cannot have GPL dependancies [1][5][6] (there are however a few 
exceptions for optional parts[2] and some build tools [3]). I’d first check to 
see if the software is question is dual licensed. [4]

I checked:
- incubating in release name
- signatures and hashes good
- LICENSE is better, but still missing bundled items brought up last RC
- there a few files with incorrect Apache headers [2] (also brought up last RC)
- can compile from source

LICENSE is still missing, in general anything that is bundled needs to be added 
to LICENSE. [1]
- pygments CSS
- normalize (in bootstrap)
- polypill (in moderniser)

One issue here is that you’re not following the terms of the bundled licenses 
(also brought up last RC) Just mentioning the license in LICENSE is not enough, 
the full text of the license needs to be included somewhere, usually this is in 
the header, but if it’s not there you need to include it. I see you have added 
some files to the licenses directory but having "Copyright (c)  
” in them doesn’t really tell the whole story does it :-)

Also What happen to the binary files that were in the the last RC? Has the 
creative commons licensing issue been resolved?

For this report it is examining artifacts required to build the binaries. Since 
this is a source release is this required within the LICENSE?
- One thing I can't find is a way to run rat.
I run it using a convenience script under dev-tools 
(dev-tools/create_apache_source_release.sh), but it assumes I've checked out 
rat and made it available.Should all apache projects provide a way to run rat 
via mvn, sbt, ...?

I wasn't clear about a few of the rules related to voting including:
1. A tie (and if the voting period will be extended when a tie occurs).2. Less 
than the required number of votes (+3 and how this will extend the voting 
period)3. Whether a non-incubator PMC member (who is the release manager) has 
CANCEL authority at the general@ voting level.4. Veto rule differences (or lack 
thereof) within the general@ voting vs dev@ voting
My apologies if I missed this information within the Apache release related 
documents.My intent was to convey that I agreed with the -1 votes cast and to 
indicate we would resubmit a new release candidate.Note:I did not state that 
the vote failed because it was unclear to me it had (due to lack of minimum 
votes required at the end of the voting period and a tie).I did not state that 
the vote was cancelled since i had interpreted this in a manner similar to Ted 
- you cannot cancel a vote if the voting period has ended.
I do believe at this time there is clarification that in this case the vote did 
not succeed and we will submit a new release candidate.Should we update the 
http://incubator.apache.org/guides/releasemanagement.html#note-votes (I can 
volunteer), adding the above clarifications would be valuable.

I don’t disagree. I think the incubator documentation could be better by

Thanks for the detailed review! - especially in regards to the LICENSE file. We 
had originally included license references that were part of a binary release. 
I'll clean this up to remove these items and address the other issues you've 
noted. Your youtube video is really helpful with when licensing is required 
based on whether the component is bundled or just referenced. Thanks.

-1 binding, missing DISCLAIMER and LICENSE and header issues

I checked:
- artefact names contain incubating
- hashes and signature good
- DISCLAIMER file is missing
- LICENSE contains things that are not bundled and missing things that are (see 
below). It also contains paths to files that do not exist.
- NOTICE is OK but contain extra unneeded information 
- Some file have incorrect Apache headers e.g. [1]

>From what I can tell only the following is bundled in the source release is:
anchor JS
bootstrap
jquery
modernizr
glyph icons font
pigments CSS
normalize.css (in bootstrap)
polypill (in moderniser)

The LICENSE file in the source release needs to reflect this. [2] Perhaps you 
included all dependancies or created a LICENSE for the convience binary file 
not the source file?? Note that also a short pointer to a license is preferred 
over the long form [4] License also includes licenses that are not category A 
which would not normally be allowed in a source release.

This file contains 3rd party code but it not clear how that is licensed. [3]

I made a video the other month that may help understand what’s needed with 
bootstrap. [5]

We have already merged a PR that has a separate DISCLAIMER file.I agree - it's 
an easy thing to add at this time but we'll wait for the final tally.

1. I'm not asking for the disclaimer in the README.  You can choose to put
it wherever you see appropriate, a dedicated DISCLAIMER file may make
sense.  It shouldn't be too hard to re-roll a release with that fix (I
didn't see any other issues, but I can take a second closer look).

2. Incubator release votes are not veto based.  If you get enough +1's to
counter my -1 it won't block.  I would prefer to see a change like this in,
considering how easy it should be to make.

I do however want to make sure you understand why the disclaimer is needed.

We will also update the web site (gearpump.apache.org) with the incubating 
logo, disclaimer - however we were going to do that once we release (as part of 
updating the website with the release information). Hopefully this is 
acceptable. (Note: None of the website contents are within the release 
artifacts).
