Hi Bertrand,

Here was the first time I sent the graduation proposal to the list: [1]

Roman asked that I send it out again as a DISCUSS thread, which I did in
the thread you referenced.  We didn't get much response the second time,
because people had already responded to the first thread.  I held up
pushing the graduation proposal to the incubator because I wanted to get
our latest committers in too.

Did you guys have a vote about this? Quickly browsing your dev list I
see only [1].

Formally you only need an Incubator PMC vote, but a project vote (or
at least a DISCUSS thread) where mentors express their approval helps
build confidence in the project's readiness for graduation.

[DISCUSS] Apache Fineract podling graduation

The incubating Apache Fineract community believes it is time to graduate to
TLP.

Apache Fineract entered incubation in December of 2015.  Since then, we've
overcome technical challenges to remove Category X dependencies, and made 3
releases.  Our most recent release contains binary convenience artifacts.
We are a very helpful and engaged community, ready to answer all questions
and feedback directed to us via the user list.  We've added three
committers, and are actively pursuing others. While we do still have issues
to address raised by means of the maturity model, all projects are ongoing
processes, and we believe we no longer need the incubator to continue
addressing these issues.

We are deeply grateful to our Mentors: (Ross Gardler, Roman Shaposhnik,
Greg Stein, and Jim Jagielski) for accompanying us on this journey, and to
other members of the incubator and Infra team who have provided us with
support and advice.  We'd like to return these valuable resources "to the
pool" at this point so that other projects can benefit from them.
