The issue
PGP is silly in that the order of the identifies is fixed; and the first
one is shown in debug outputs.
I managed to rearrange mine to put st...@apache.org in top by using tools
to split my key into its constituent parts and then cat it together in a
modified order.
Not recommended!

It should be possible for you to add your apache email address to your key. And
then re-up-load the key with the additional email address.
