Before I spend a lot of time backtracking all of this... Q: Are either of these issues well-known pathologies of emerge? Recently built a new Gentoo system by creating a new LV, extracting stage3-amd64-openrc-20211205T170532Z.tar.xz and going through the handbook stages to get a running sytem.

I dont use Ktorrent, While what you are describing sounds like a memory leak, have you considered it could be the active downloads connecting to a large number of peers? Or it could be it building a very large dht index (not sure what the proper terminology for this is) You should double check
