So the question is, how do I force portage to down load and recompile the
packages from scratch?

at the clamd.conf in /etc but there is nothing obvious, to me, in there to do
with connecting to the network. The klamav and clamav wikis were no help.

The problem is solved. My brother-in-law supplied me with another smtp server
which has worked. So clearly the problem lies with the BT server. I shall
contact them to find out what they've changed.
